Because the financial returns, as well as the aesthetic ones, justify it. Take a look.
If I were President--we should be so lucky--the NEA/NEH budget would run into the billions, not the low millions. It would easily be the best thing I or anyone else could do for the country.
Aside from getting Wall Street off the people's backs, that is.
